Stop Sealing Cartons With Plastic Tape: A Practical Spec Guide to Water-Activated Tape
Over the past one years, two questions have dominated our inbox. The first: “Is your tape PFAS-free?” The second: “We switched to paper tape and now our cartons pop open — what went wrong?” They look like unrelated problems. They are not. Both come from the same source: the material changed, but the selection logic never did. This is the method we walk our own distributors through.
Start with something that gets overlooked. The real headache with BOPP tape isn't that it lingers in a landfill — it's that it contaminates the corrugated recycling stream. When a carton hits the pulper, plastic tape, plastic labels and plastic strapping become screen rejects that have to be separated out and disposed of. That extra step is exactly why European recyclers have spent years pushing for cartons that can be recycled with the tape still on.
The line in the sand is the EU PPWR (Packaging and Packaging Waste Regulation, EU 2025/40). For the first time, it sets hard limits on two substance groups in packaging:
Between July and August 2026 we ran the full PPWR panel on our entire range: reinforced and non-reinforced water-activated tape, reinforced and standard self-adhesive kraft tape, and both mono-directional and bi-directional filament tape. PFAS came back not detected (ND) across the board — far below the 0.25 mg/kg limit — tested to EN 17681-1:2025 by LC-MS/MS. On heavy metals, 12 kraft paper products, all filament tapes, printing inks, and 10 categories of packaging accessories (corner board, stretch film, shrink film, strapping, cartons, pallets, liners) all passed.
So compliance is one thing you can stop worrying about — the reports already exist. What's left is a purely technical question: choosing the right grade.
First-time users are almost always skeptical. It's a strip of paper. You wipe it with water. Surely that can't beat plastic?
The mechanism is completely different. BOPP tape relies on pressure-sensitive adhesive sitting on the surface of the board. Water-activated tape does something else: once wetted, the starch adhesive penetrates into the corrugated fibers and bonds into the carton itself. That's why opening a properly sealed carton tears away the top ply of the board. The tape wasn't stuck on — it grew in.
Three consequences follow directly:
Every water-activated tape is built from three layers, and each one maps to a spec you have to make:

The one thing to internalize: non-reinforced tape has no scrim at all. It tops out around 25–35 lbs/in and belongs on light cartons only. Once you pass roughly 30 lb per box, you need reinforcement — the yarn is what carries the load.
Every grade in our catalog carries an official LIGHT / MEDIUM / HEAVY DUTY rating, but most buyers still don't know how to map that onto their own box. Use this.

Tensile is reported in two directions. JLN-37120 runs 90 lbs/in machine direction but only 31 lbs/in cross direction. If your cartons are long and narrow, if the seal sees multi-directional stress, or if loads get squeezed sideways on the pallet, cross-direction strength matters just as much. Both numbers are on every TDS — read them together.
Two letters that come up in every RFQ:
Self-adhesive kraft tape (JLN-2740H, 28160, 28160P, 2950H, 2953H) is the compromise: same paper look and print quality, but hot-melt adhesive applied dry. Range runs 75–255 N/25mm, with JLN-28160P at 255 N the strongest in the family. The trade-offs: shelf life drops to 1 year (water-activated is 2), and service temperature is limited to 23–140°F (-5 to 60°C).
This is the most common pattern in our support queue: the grade is correct, the seal fails anyway, and the root cause is the dispenser or case sealer.
Case sealers and erectors take rolls up to 500 mm outside diameter. The KN-366Hi dispenser takes 280 mm / 1,400 ft. They are not interchangeable consumables — always confirm the machine model before quoting tape.
All five are in the manuals. Almost nobody reads them. All five generate warranty calls.
On test data: every figure in our TDS is a lab average from ASTM and GB/T dual-standard testing. We would rather you sample and run it on your own cartons, on your own line, than buy off a number on a page.
Moving from plastic to water-activated paper tape isn't a material swap — it's a change in how you seal. Grade by carton weight, size the machine to your daily volume, and run the operator basics. Do those three and you get a seal that outperforms plastic, plus a compliance file you can hand to a European buyer without a follow-up email.
