The global plastics treaty is moving again. After the delegations' meeting in Bangkok on September 27–30, 2026, the Intergovernmental Negotiating Committee chair released a revised working text, and the resumed negotiating session (INC-5.4) is now on the calendar for March 2027. No final treaty exists yet, but the direction of travel is clear enough that packaging tape buyers should start preparing now — not after the text is signed.

What actually happened in Bangkok

The Bangkok meeting was the second informal gathering of heads of delegation, held to narrow the gap between the two camps that have stalled the talks: the high-ambition coalition and Pacific island states pushing for binding production caps and chemical bans, and petroleum-producing states that want the treaty confined to waste management. Committee chair Julio Cordano’s “Aid to Negotiations” document (August 2026, explicitly an informal reference text, not agreed language) deliberately steered toward middle ground: mid- and downstream measures — product design, distribution, and waste management — where consensus is actually reachable. Speaking in Bangkok on October 4, the chair told AFP that delegations were “less divided than before” and that his plan and expectation is to adopt the treaty at INC-5.4 in March 2027, “if we follow the correct steps, if we make consistent progress, and if we complete the roadmap that I presented.”

What the treaty will probably regulate first

Production caps remain the most contested point and may not survive into the final text. The elements most likely to be written into national legislation are the practical ones: requirements on product design for recyclability, rules on problematic chemicals in plastic products, and obligations around collection and recycling. In other words, the treaty is converging on the same logic the EU has already enacted with the Packaging and Packaging Waste Regulation (PPWR) — packaging is judged by what it is made of, what it contains, and what happens to it after use.

Why packaging tape is squarely in the firing line

Carton sealing tape sits exactly where the emerging rules bite: it is part of the package’s product design, it can carry regulated substances in adhesives and coatings, and it determines whether the carton is actually recyclable at end of life. Conventional plastic sealing tape contaminates the paper recycling stream — the buyer is responsible for that choice on the packing line, long before any treaty signature. The direction of regulation across the EU (PPWR) and the treaty negotiations now points the same way: packaging components that do not fit the recycling system will be the first to face restrictions.
